12 Ga. wire to 4 G..

I recently had my electrical cable moved from overhead to underground cable. I have a outdoor light that is at the top of the building. I don't have any way to get to the peak. When the original overhead was ran inside they hooked the light to the inside cable which i believe is 4 gauge. Can I hook my 12 Ga. romex to that 4 Gauge aluminum wire?

What doesnt make sense with this?
The whole thing has to protected by a breaker that doesn't exceed 20 amps
A 20 amp breaker won't accept a #4 so he would have to splice it on both ends
A plus is that you won't have worry about voltage drop:bounce:
