12" or 8" blocks for foundation

I see alot of guys using 12" blocks for the first couple course of block underground. Is this required or just recomended?

I used 10" on my house, it is built into the side of a hill of heavy clay. We also filled every third cell with concrete and rebar along the walls and about 6 cells out from each corner. Nothing has moved yet (8 years).
I think they use the 12" on houses they are going to brick. They bring the
12" up to just below grade and brick from there.That way the joists are still setting on an 8" foundation.
Probably a real bricklayer on here who can tell us for sure.

Mike has the idea.
It depends on what you are going to do above the block.

Around here, on most frame garages with wood siding they wil use 10 on the footer up to the bottom of the slab.
Then go to either 6 or 4 depending on if the walls are going to be 2x6 or 2x4 studs.
By keeping the same outside surface they give the slab a place to "grab" the block wall.

But if it is going to be bricked they start with 12 inch to the bottom of the slab, then 8 inch to the top of the slab, then 4 or 6 inch inch, stepped in 4 inches on the outside for the brick to sit on for how ever high they want it befor the sill plate.

I used 12" on the bottom few courses and then transitioned to 8". This left a nice ledge all the way around the inside to support the poured concrete floor.
