1999 Wilton C1 Casing Nut Replacement

Recently, some of my coworkers broke the 1999 dated Wilton C1 at our place of employment. As the guy who deals with this kind of stuff, I disassembled the affected area of the vise and the pics attached show the carnage.

I have spoken with Wilton (JPW) directly, and they have the # 2901110 repair kit on hand that includes the casing nut, (2) pins, and end cap.

MY QUESTION IS THIS: why aren't both holes in the vise nut fully drilled through? See pics...one hole is partially drilled. I would think that this would make it impossible to remove the pin on that side, once reinstalled. Is this a factory screw up, and should I drill it the rest of the way?

My coworkers are 350+ lbs and DGAF about some tooling. The pins were sheared off and laying inside the cavity at the rear of the vise, so I simply unthreaded the vise nut/casing nut assembly and drove the remaining pin portions out from the outside.
