While not easy to get cheap all the time they do go on sale from time to time. About quarterly it seems. You just have to be ready and pounce when the chance arrives. Great toolboxes in my experience!

No they can't.
Helpful people post the latest coupons to hfqpdb.com. In general, the coupons for the newer gen 2 toolboxes run constantly, and are always the same price, so that is the going best price.
Occasionally the coupon might be ever so slightly better for major holidays, but the difference so far has been minor if at all so I don't see a reason to wait if you're planning to buy something.
