OP - djb2 is on the right track! We did this at my folks house in highschool. There was a range plug in the finished basement, and we converted it to a 20amp dedicated 120v circuit instead of a 30amp 240v circuit. I should say, I think its a range and I think it was 10ga, I really don't know, my dad did it while I was at school one day. I just know it wound up with a 20amp breaker and it def had a neutral when we were done.
So:
- Open box and check out wiring
- Put a new receptacle in the box, using the existing wiring, hopefully which has a neutral
- If it doesn't have a neutral, I think its allowable (someone will correct me I'm sure!) to mark the second hot as a neutral, and then obv move it over in the breaker panel
- Change the breaker out, and perhaps remark/move the second hot to act as a neutral, if this is allowed, which I'm sure someone will chime in about.
- Profit!
