I am planning on building a 28'w, 56'L shop with 16' ceilings and I'm trying to decide if I will need two 24K mini splits or will one 36K do the job? I'm in Boise, Idaho which is pretty dry and averages 90's in the summer and 20's in the winter.

Based on the large size and high cube I would go for the 2 x 24K units.
A single 3T would probably get one area cool but have trouble with distribution.
What kind of insulation do you have? (meaning rough thickness and target R-values)

There are several threads already regarding A/C sizing, I’m thinking a sticky listing the necessary information needed to answer that kinda question would be nice..
So, again, the basics are :
- dimensions and orientation of conditionned area
- insulation R values for floor, walls and ceiling
- windows/doors sizes, quantity and orientation
- desired indoor temperature
- city/zip code
This provides adequate data to run a basic load calculation, which can be supplemented by additionnal info such as space usage, number of occupants/appliances, importance of recovery rate, etc.

The photo gives you an idea of orientation etc. one 12x14 door R12 one 10x10 door R12,and one man door. There is one 4x4 window over the 10x10 door. The other windows are 2x6. I will probably be cutting these down to only 3 down each side and two on the back for a total of eight. Concrete slab 6” thick. R19 walls, R30 attic. Boise Idaho.

56' long, I would spread them out unless you're planning on several fans. Are you planning to use them as a heat pump as well? If you are, I would look into what you can do for fans / circulation. If not, I would just spread them out.

Load calc performed using your data. I put in two windows over the 10x10 door like on your image, even though you said only one in your description. I assumed the front of the building faces north as I didnt have the info.
I'd do 2x12 or 3x9 if you don't plan on doing a lot of heat generating work and/or don't plan on opening the OHDs often/for long. 2x18 or 3x12 if you do. If Idaho is dry as you say, oversizing should be less of an issue, plus, it's a garage..
I'd add 3 ceiling fans evenly spread out to use when heating only. Let stratification help out during cooling.
