Wouldn't he need to coat the shiny coins to keep them shiny? I would think in time the shiny coins would tarnish, and the design would disappear.

We have occasionally had 'Penny People' contact us to do this. After applying the coins, we have the lay out 1-2 coats of 100% solids clear epoxy and clear topcoat.

Smaller penny areas can be coat d with 'bar top' epoxy which we don't carry but is offered online. They look cool when done.

That's dedication right there. I've gotten to where I'm not a fan of laying tile and a penny floor job would drive me nuts.
