2x6 ceiling insulation?

Im insulating my pole barn...didn't think it through when I started building and put an attic floor in before I insulated (could've blown it). Now Im insulating the 10ft ceiling and only have room for R19 or R21 because its a 2x6 truss. Any other options? I cant afford to blow insulate. Im also guessing a combo of foam board and fiberglass would be quite expensive. Im guessing to bite the bullet and pay for the R21? Each cavity is 6"x23"x93"

As for the walls, I'll be able to blow insulate that later.

The garage is 30x53 and 10ft ceilings. I live in the "mountains" in MD by Camp David. We do get quite a bit more snow than the rest of MD. Normal to have 15-35 degree days through winter.

Do as much as you can afford. If all you can swing is the r21 then do that but before you do get a price on spray foaming the ceiling, be better in the long run. I guess this is an area you will be heating?

Yes I will be heating it, keeping it above freezing for the pipes and then bumping it up whenever Im working out there.

If you can fur down the ceiling joists enough to get a 7" depth, you can get R-30 in the ceiling. Use 2 layers of the new R-15 3-1/2 inches thick fiberglass batts. It is designed to go into 2x4 walls, but it's about the highest R value standard fiberglass you can get. I'm doing that to my garage loft room cathedral ceiling. I ripped 2x4s down the center and nailed those to the underside of my roof rafters along with a bead of liquid nails glue.
