3000 watt heater

I need to heat a shop that is 16'wx18'lx10'h. Will have R21 insulation all around. Do you think a 3000 watt heater is big enough? Thanks, Ed
Oh, this shop is inside a 30'x36' garage.

Yes, the shop is an enclosed room inside the garage(pole building)
I live in NE Washington State. May get a little below 0 occasionally in the winter and really hot in the summer.
