I think it depends upon what you are doing. At 1 1/2" think it certainly has some structure to it. Birch isn't the hardest wood but it is tougher than pine. If it is a casual use or woodworking bench I think it would work fine but if you start dropping engines or transmissions on it I think it would get beat up quick as well as soak up a lot of oil.

As for the cabinets, the ones you listed are only 24" deep; which is standard for most base cabinets. If you put a 36" top on the 24" cabinets you could center it and get a 6" overlap on both sides. This again should be ok if you aren't putting hundreds of pounds on it but it would cause you issues trying to use the top drawers and would likely bounce intolerably if you were pounding on it.

If you are going stationary against a wall you could move the cabinets closer to the edge and use a board against the wall to support the additional 10-12" you put in back of the cabinet.

Definitely need to know what the use is for. The layout of those base cabinets is useless for anything more than a 1" overhang or you won't be able to access the drawers or get into the doors without hitting your head every time you stand up. A much sturdier base can be built with cheaper materials but the purpose makes all the difference in the world.
