My first guess is NO. Why? It probably has only one ballast. But if it has 2, then it shouldn't be a problem to split the wiring into 2 circuits.

It can be done with some fixtures.. we have the showroom where I work wired that way. One switch turns on the outer bulbs, the other switch turns on the inner. Not sure what kind of ballast is in them though.

OK, fair enough. This actually makes sense, seeing as how a twin tube was $100 and 4 tube was $115. The 4-tube is still using one ballast, which is why it isn't much more money. Thus, I would have to buy a pair of doubles to acheive the variable lighting scheme I devised.

Thus, the solution is the same as always. $. Poop. ;)

My kitchen fixtures were four bulb T12 with magnetic ballast and they had two ballast per fixture, and of course, it could easily be done with two ballast. I considered it and never got around to it, finally converted it to a single electronic ballast driving all four bulbs (new T8's) and of course could not do it with this setup.

If you are looking for cheap fixtures - try craigslist or a local building surplus store. Habitat for Humanity usually has one in bigger cities.
