I'm sure one of the experts here like Willysfan can chime in but I personally wouldn't put anything on a slab that is still curing.

I'd wait at least 6 months for the slab to cure. But other, more knowledgeable forum members, might add their suggestions.

Always best to check the manufacturer's directions since different suppliers have different directions.

I've never seen a siloxane or silane based sealer that didn't require at least 28 days of curing before application. Any chance that a curing sealant was applied when the concrete was fresh?
