4 wire to detached building, ground to building?

Building a detached shop building, metal frame concrete slab. I have 4 wire coming in to the building from the main meter through a disconnect at the meter.

Do I need to bond the ground to the building itself?

Yes. The metal frame/building should be bonded to ground.

I have 2 ground rods at the building. Do both of them have to be connected to ground bars in panel?

Can one rod be bonded to metal, the other rod to the ground bar in panel?

Do both ground rods need to be bonded to the metal as well as the ground bars in panel?

Run a single continuous wire from one ground rod, to the next ground rod, to the ground bus in the panel. Run another single wire from the building metal to the ground bus in the panel.

Then of course, you connect the ground bus in the panel back to the main ground bus at the meter. The neutral bus is kept separate from the ground bus.

both rods need to go to the panel but not the metal on the building.

as said above use one continuous piece from rod to rod to panel

the building steel needs to be bonded to the panel, with a separate wire, as does any metal plumbing such as water and gas lines.
