400 amp service, vandalized

I just rented a yard, and someone tore out the entire control panel of the 400 amp service. Does anyone have a vague idea of the cost of replacement?

There are two services that are going into the box. The box is empty, and the wires to it are cut out. The power pole is ten feet away. I will need to get some pictures next time I am there. Currently the only thing that is there are the two leads down to the building and main fuses.'

This is from the 2011 RS Means electrical estimating guide. Installed cost of a Square D NQOD panelboard (includes the materials cost, labor, overhead and profit.)

120/240vac single phase, 400 amp main breaker, 42 slot panelboard: $5,350
120/208vac three phase, 400 amp main breaker, 42 slot panelboard: $5,775

This is just an estimate and costs can vary depending on where you're located.
