Think it's just sort of poorly worded, IOW the bidder/buyer from the first auction did not/will not pay.

That's crazy. I threw out a book yesterday because there was some mold on it and decided it would be better to just buy a new one. Well because it is out of print the price is somewhat crazy. Check it out:
