Came in a box of junk. Looks like a sliding t but head is fixed. Any ideas on maker?

I have a slide that is 5/16" hex drive. It is Williams. I have never seen any other brands that run this size.

Looking for the following Plomb Pebbles Wrenches 3061, 3070,

I recently picked up a very small proto ratchet in 5/16 hex. Based on the odd model number, H-338, I'd suspect it was a contract build for someone..
