Look real close . . . . . the swivel base is welded to the upper portion.

Can that be ground out and save the swivel feature??

I dont think its Wilton and definitely not a bullet. Ive got the similar Wilton, but mine has the Wilton name cast in the side, no welding between the vise and base, and it only has one clamp keeping it from rotating. Paid $1 for it a few years ago bc its definitely not the most desireable vise they made.

If it's a real Wilton, it's a 1750...

Tradesman vise, worth $15.00, but welded like it is, I'd offer $5.00, and see what happens...

It is a Wilton 1750...looked at the last picture...1750 shows behind the jaw...

Yep, five bucks, and see what happens...

When welding on cast iron, the weld becomes extremely hard. It would take a skilled person with determination to save that little feller. Cheap though, i'd pick it up if it were in my area.

I would pay 15 bucks any day of the week who honestly swivels there vises that much.

I swivel mine plenty (that just sounds wrong) and I'd gladly pay $15 for it and bolt it to the bench right next to my toolbox to not have to walk halfway across the shop to the big vise.
