JIC used to be JAN, Joint Army/Navy. It's been replaced by JIC, Joint Industrial Classification, think of it as another standard.
The 1/16 rule only applies to standard JIC fittings, if one starts to venture into SAE fittings, they do not follow the same rules.

What are you trying to do? You can find fittings that convert one to the other but the JIC side will always be standard.
-4 = 1/4
-5 = 516
-6 = 3/8
-8 = 1/2
etc
