Damn, could really use some but I've got a 4.5" machinist and a 6.5" tradesman. I wonder if they can be cut down to use on narrower vises like my 4.5", or will the gripper arms not work if they are also spaced too wide??

I don't see any reason these wouldn't work on a smaller vise. Here's a pic of this style jaw cap on an undersized vise (not my pic).

From functionality point of view, what are the different between wilton caps and following one?

I always thought the copper ones were used primarily for using your vice to hold pieces so you can weld them, without the welds sticking to the jaws. But they are being both advertised to "Avoid Marring The Surface Of Material". I guess both products can do that but the copper ones grip more securely to the vise, wont wear out like the rubber ones and obviously wont burn with a welder.

I bought a pair for my 6" Wilton from that seller last year sometime. Good folks to deal with and they ship fast. Definitely recommend them.

You can use them on a larger or smaller vise if you want
I have them and they are a little too small so I filed one of the little end nibs off and have them set to one side during use. No problems
For a smaller vise I would trim them a little and then form them over the end a little
