6lb, 3 5/16" open end wrench. For fire hydrants?

Can anyone identify the maker and use of this large wrench? Bought it from an an estate sale and a worker thought it might be for fire hydrants. I googled fire hydrant wrenches and nothing like this showed up. (1/4" ignition wrench for scale)wrench.jpg

The hydrant at my house and the ones I have seen (mostly in CA) all have five sided nuts. The caps for the outlets have lugs on them., similar to the equipment I used as a wildland fire fighter. I have a wrench for mine that has a tang for the lugs and an opening for the nuts. The body of the wrench mates with two flats and the handle screws in to mate with a third, so it will work on nuts of different sizes. My hydrant's nuts are around 1".
