I was wondering. Before I end up buy a condo with a 20x20 garage there's questions that I would like to ask. How much would it cost to install 9 dual plug outlets along with 4 shop lights? The cost to have the floor be epoxied? What would the cost be to have the wall insulated? To have the walls and ceiling painted? To place a heater in the garage? To replace the garage door with one that's 2" insulated, along with a wall mounted door opener? This way I could have the ceiling be freed up from the motor from the opener.

As they say...if you have to ask the price, its probably out of reach...hopefully not a troll question.
The electrical question is fairly unknowable without more details, is the panel inside the garage, or a finished part of the residence, are there extra slots in the panel, what's the distance...could be $150, could be $1000 if you had to open up walls, etc. Difficult to guess
Heater. I'm going to guess it will have to be electrically heated due to no sidewall penetrations, living space over garage, no way to install a gas burner, wrong to install anything ventless due to moisture push. Probably 300-500 for something like a 4-5kW heater, another $200-400 for electrical work.
Paint. You doing the work or someone else? It could be as cheap as a couple gallons and some other stuff, $100. Pay to have it done and I'm going to guess $300-500.
Insulate walls. I'm going to guess stud walls. If you do the work, $200. If you pay to have the work done, $500+
Garage door is probably in the $1200-2000 range, installed.

I know there will be posts saying paint, wth? $40! Maybe so, everyone's ability to find materials and contractors willing to work for nothing is different.
I'd set aside $5-6k and hope you come out with some at the end to get some toolboxes, aquariums, etc.

5 to 10k depending on how extensive you want to go. my suggestion is to contact some contractors in your area and get some bids.

Call 3 qualified local contractors and get them to bid the job.
That's the only way to know for sure.
Don't forget the cost of permits, tax and insurance.

Not at all what you are asking, but just a "heads up", before you spend $4-5k on a 20'x20' garage re-do, make sure you realize this is really too small to do any meaningful auto work.
It seems to be very common now for low-end builders to claim that a 20x20 garage is a 2-car garage. It's not ..... and I think such claims are fraudulent. IMHO, anything less than 24'x24' should never be called "2-car". Even if the builder claimed it to be a "single" or "1-1/2 car" garage, the depth needs to be at least 24'. But, of course, if you are working on bikes or making a wood shop you will be fine at 20x20.
For instance, I have a Ford F150 extended cab pickup (half-door style) and it will just BARELY fit in a garage 20' deep .... no room to walk around front or back with the O/H door closed.

Door - $2000.
Wall mount opener - $500 installed
Insulation $750
Epoxy floor - $400-$700 depending on floor condition and what kind of epoxy
Paint - **** it up and do it yourself. Prolly $100 for all materials and the paint

The electricians will charge you buy the hour plus materials. So it is hard to tell without some more info. Are the garage walls finished? If they are, you will have to run either surface mount in conduit, or the electricians will have to cut some holes more than likely. Then it depends also on whether you have attic access above the garage. It may amount to 4-8 hours, or it could be a few days. Probably anywhere from $400-$2000
The insulation....again it depends on whether the walls are finished or not, then what sort of insulation. You could have things foamed which is rather expensive, or you could have blown in insulation. And if you go with blow in, you could do it yourself to save money. Anywhere from $800-$1500
You can check in the flooring section about the floor, but I'd guess $3000-$5000 for the very best, or it could be $200-$400 if you go with the Rustoleum type. I'm just wild guessing on this.
To paint the walls, if they are all finished and not a lot of stuff to paint around $300-$600 for a garage that size, plus materials on top of it if they supply the materials.
A heater in the garage is going to cost you the heater $400, then the materials to plumb it, then line to a gas inlet, and a flue, if you are going with gas. If electric, again it depends on the walls, but you will need electric to the unit. Probably $400 for the heater, another $100 for the wiring and then add in the hourly rate on top.
Now mind you that prices will very wildly depending on where you are. I basing my prices off of what I bought, and what my electrician, the insulators, and drywall guy charged me.

Curious what you'll be doing in said garage?
The garage will be attached to the condo. So in the garage would be the one side with tools and equipment and the other side for a car. Eventually I would like to get a Porsche 911. The daily driver would have to stay outside. To also put a 4 post lift in the garage. The car work is basic maintenance. Like oil change, air filter, brake pads and rotors, or replacing lights. If I have to take out seats and have them reupholstered so be it. Not looking into taking an engine out. Nor do a frame off restoration at all.

What is your ceiling height I have a hard time believing there is room in a condo garage for a lift.
