A Blackhawk Mystery Tool

Here's a Blackhawk "mystery tool" I picked up at a garage sale for $2. When I bought it it was so dirty I couldn't read any of the markings/directions on the tool, which gave away its use immediately. I had no clue what it was.

Anyone know or want to venture a guess?

It is a tool for working in a "blind spot" and installing valve keepers on a valve stem after compressing the spring. I also have one myself.
