One of my future projects is going to be a heavy duty wrecker style attachment to lift the front axle and tow garden tractors and riding mowers. The lift arm is likely to be something like 2" rectangular tubing. In the interest of saving time I'm thinking about purchasing the hinge that I will need in order to be able to turn. I'm picturing something more significant than a few holes and a pin. It's going to have a significant load on it at times.
Does such an animal exist reasonably that could be bolted up or welded on?

dump bed hinge ;

Or search on weld on hinge . Some of the weld on hinges for tailgates should work for such a light duty.

Here is a quick model of what I have in my head so far. I don't need to worry about the lift mechanism. I plan to make this fast to the sleeve hitches on my tractors.
My concern with most hinges, including the dump bed hinges that I see, is that I need the hinge axle to be vertical so the motion is left and right, but the load is going to be vertical. That puts the load directly on the hinge's axle and whatever sleeve it goes through. I have it in my head that I need at a minimum something machined pretty tight but realistically a bearing on both the top and bottom.

If you are talking about the piviot hinge like in a wheel lift that will allow you to turn, then as far as I know those are all custom made/manufactured at the factory making the wheel lift.

in general in a big bushing that is greased so is a very basic design.

you could easily use two flange bearings and a shaft or you could do the pipe in a pipe and grease it method

I think that is what I have designed. The hinge in mine is where the gap is. It looks like on the commercial ones it does pivot in front of the picked axle. Mine is probably a bit longer proportionally but that can obviously change. The bracket on the other end is the sleeve hitch adapter. Sleeve hitches mount with a single pin but don't swing. The hitch on the tractor fits tight into the bracket on the implement.

Ok I see now so how about a 12mm plate top and bottom going over the other box with a 25mm bolt though them but weld a sleve / pipe into the box for the bolt to fit though

This is what I came up with. The pins can slide back and forth or even be flipped around. The verticals of the forks are able to spin to adjust for angled axles or control arms. You also can use the trough adapters to pick a tractor from the front deck mounts.
