Interesting tool and very simple. I can see how useful it would be for holding angles. A protractor added to the pivot point would make it even better. This would allow for better repeatability.

I have a similar one somewhere, I should make a couple more to have on hand.

On mine I added a couple of ring magnets to the fixed side to make it easier to use on the fab table.

When I first started learning to weld, I made a mechanical finger. It is very basic, but has the same purpose. I'll have to take a picture of mine when I get home. It is very handy for holding pieces of metal for tacking up parts.
