A James Swan mystery tool - was this a chisel?

Hello, wrench twisters (and chisel-pounders) - I have a nice old James Swan tool that is puzzling me. I suppose it could have started life as a mortise or keyhole chisel, but it doesn't look like that. A burnishing tool, perhaps?
Anyone?
