My sister shot me a picture of this, she thinks its a car part made of brass. She says it looks like a hatchet.

It might be something made for maritime use given the brass construction. It could also be made for use were sparking was a concern so they didn't want to use steel or iron. I don't know what it is though.

No idea personally, but that is a nice piece. I'd be tempted to go with the nautical suggestion made earlier, with it likely being bronze.
