Acid Etch picture

Cleaned the concrete and mixed 3:1 ratio and sprinkle on with a watering jug. Used baking soda to neutralize after scrubbing with stiff push broom. Rinsed and then pressure washed and this is what I have.
What do I need to do?

Do I need to add some cleaner to the floor and pressure wash again?

What you have there is usually an indication of waiting too long before neutralizing or waiting too long before flushing with water or a combo of both. It's very important to keep the floor wet the entire time. If you don't, the cement particles and insoluble calcium phosphate will tend to settle into the pores of the concrete and make it difficult to get out.

Working a section at a time, wet the cement with water and then flood it with a solution of hot water and powdered laundry detergent. Scrub it with a stiff brush. This will help to lift the residue up out of the pores and off the floor. Rinse it away immediately after scrubbing with a high pressure nozzle from your hose, not the pressure washer. We have found that pressure washers sometimes can drive this stuff deeper into the concrete.

Do just one section first and let it dry to see how it works before you do the rest of the floor. This method will usually work. If it doesn't, the other solution is to acid etch the entire floor again with a milder solution to lift it up. Again the key here is to keep the floor saturated.

Thanks... just did one section as you described. Basically what I did yesterday was applied the acid one section (14' x 17') at a time and scrub with a push broom immediately after putting down. Then within a few minutes put down the baking soda and water and then started rinsing. The floor was wet when I applied the acid. I did have to use the push broom to push water out of the door since the rinse water was puddling on floor.

At this point, I'd just powerwash it - maybe more than once - ensuring a consistent distance between the wand tip & the concrete, and covering every square inch of the slab.

From what I see, you don't need more acid. The purpose of the acid is to eat away the laitance that isn't well adhered to the slab. I think you've done that. The pictures tell me that the acid did its job - but you need to powerwash it to get rid of the brush marks, which in turn are evidence of some remaining laitance - but it will come off with a pressure washer.

My floor looks similar to the picture above. I sprayed the acid on damp concrete and then scrubbed with a brush and then power washed it out a few times until the water didn't have any white in it. When it dried it looks really white. I was planning on laying the epoxy on top of that, but after reading here it seams that I am not ready to lay the epoxy. I was unaware I needed to neutralize anything. What should my next step be?

Also, don't forget to let those floors dry out for a couple days, especially in high humidity areas.
