Actron CP9135

I've got an Actron CP9135 that was given to me. It turns on but won't link to the ECU (checked on several different cars). Any ideas if I can fix it? Or better said, any ideas what's wrong with it? Thanks for your help folks.

I have the Actron 9145 ... in the back of the manual, it says for Technical Serive, call (800)228-7667. "For non-warranty repairs, please call Tech Support at (800)228-7667. You will be advised of the cost of repair and any freight charges."
