Adding 2nd urethane topcoat after full cure... Help

Hey all. I've applied a topcoat over full flake epoxy. The floor still feels rough and coarse from the flake. I'm wondering if this coarse rough texture is adequate for a 2nd coat to bond to or if sanding/scuffing is required. What are your thoughts?

Proper recoating has little to do with surface texture and everything to do with product manufacturer's specified recoat instructions. The vast majority will specify that follow-on coats need to be applied within 24hrs of the prior coat. IF applying an additional coat outside of that window deglossing via mechanical abrading will be required. Proper deglossing can get tricky with full flake floors that have a heavy stippled texture if the stippling was intentional. Given that you are apparently not happy with the current floor texture I'd recommend sanding the floor with 100-150 grit sanding screens on a 175rpm floor maintainer (buffer), vacuum up the dust, wipe with denatured alcohol and apply the urethane coat.
