Only GE has half width double pole breakers like that which is why he thought they were twins.

If they are indeed GE and that panel is not GE then those dont even belong in there and im surprised they got them to fit as the stabs are different

Challenger & Crouse-Hinds twins allowed them to be used for 240V, now because they are obsolete anything other then GE requires a quad for 240V

What green wire are you talking about? I only see 2 blacks and a discolored white/yellow.

The discolored white/yellow is the one I was talking about. Like I said, I'm slightly colorblind. It looked green to me.

But I'm taken by the idea that a TIG machine needs 60A.

Depends on the machine...the newer inverter style TIG machines require much less amperage than older transformer styles. I have a Lincoln Square Wave 175 TIG that the input current is rated at 65a for AC TIG, and that's at only 150 amps output. Step up to the big 300a machines, and they require 100a service. Flip side, and inverter based 200a TIG will likely only draw around 30-35 amps.
