Adding a breaker

I need to add a new 20 amp circuit in the shop.

The panel I'm using (Stabloc) has 16 slots for breakers, and 14 breakers.

I know the code says two slots have to be left empty when the system is installed, but do those two have to stay empty forever?

Or are they there to allow this type of future expansion?

What are the potential ramifications if I were to toss a 20 amp breaker into one of those slots, leaving me with just one empty?

Thanks for the heads up on that hazard, belvedere.

I think I'm stuck with what I have for the moment, but I'll definitely have a good look in there while I'm adding the new circuit to see if there's any signs of that sort of impending failure.

I've been thinking about replacing it with a larger panel at some point in the future, but it's not really an option for me right now. But the "future" may have just got a lot closer!
