My buddy brought it up that he wants to extend his back cement porch 10×10 and wants to run a deck to the lenght of his house which is another 15ft long and make it 15x10. The cement slab is about 3ft up and has 4 steps leading down, he wants to remove the step that are about 3ft wide and wants to make them the hole 10ft wide and lead down the deck, any tips on adding wood deck to and leveling it.

Sounds like a terrible mess always having to stomp through 3 ft of powdery messy CEMENT !! 
Also . . . once the wind blows and all that cement ends up at the fence line,
. . . that will pose a problem as well !! . . .
