adding in floor heat

I was wondering if anyone had done this..or if it can be done.
I have a garage floor that is lower than my drive way so water is always running in. I was thinking about adding a couple inches of cement to raise it up ( ceiling height is 9 ft so not a problem). I was wondering about adding in floor heat...can this be done or do I have to tear out the floor already there and start over? If it can be done how deep do the lines have to be burried in the concrete?
