My house's garage was finished by the builder, however it is really lacking when it comes to 110 receptacles and over head lighting. What is the best way to upgrade this? I've considered just using conduit and surface mounted boxes, is there a better way?

That seems like a fantastic way to me. If you don't mind crawling around and have space in the attic, you could go that route too but that sounds awfully difficult in most situations.

I just surface mounted mine using conduit, just make sure you do a nice clean job and you will hardly notice it.

Surface mounted conduit, the kind that you don't need a bender for, cover snaps on over mounts.
