Did they actually scan it? Just because they didn't mark it doesn't mean it's not clearanced.

I'm in Iowa, I checked online at my store before I went. It was clearanced online and in the store. It might have been only Rustoleum brand being clearanced.

Idimitsu type h plus is on sale for 1.95 per quart, this is honda atf dw1 also backwards compatible with z1 atf. NOT FOR CVTS. Even at discount online dealers it's just under 8 bucks a quart. Probably close to twice that if you walk in at a dealer. I think this is the company that makes some of Hondas fluids. It's a Japanese company.
Out of stock on ship to home but found a few stores near me they had a couple quarts and one with a whole case of 12 so I bought 12. Most Hondas drain and fill you need 3 quarts.
Also some other subara and nissan and Toyota idimitsu atf on clearance also.

Definitely not location dependent, some stores just don't update their posted prices on the shelf. Use the app and change the location and scan it. Their clearance prices are changed by corporate, not in store. If you buy the black gasket maker, it will most likely be dried up.

In addition, some clearance items are regional, so they will vary by region location as well.
