I'm with ddawg16 on this one, contact your local PD and talk to them. I've ran three large low income apartment complexes in the past, you have NO IDEA of the kind of crazy there is out there, but the cops do. With an address and a citizen complaint, they can look into the situation and advise you on the course of action you should take. If your neighbor turns out to be an insane person released from the mental hospital due to overcrowding, they can tell you that, rather than you having to fend off a maniac wielding a golf club and piece of 2x4 (yes, personal experience!).

Know who you are dealing with BEFORE taking any action. I watched a 5' tall crazy woman ride a great big cop one day like a bullrider, she did pretty good until I knocked her off with a shovel. Crazy. I had to call cops on many occasions after an eviction to remove child ***********, drug paraphernalia, drugs, and guns... AFTER the people had moved out!

Well, when he was on the Town Council my Dad was referred to by his political adversaries as 'Hitler' and 'Genghis Khan'.

More recently, after asking his neighbour to turn down some loud music, the neighbour called him a 'Perfect ********' (my Dad is in his late 70s :lol_hitti). My Dad went out and got himself a T-Shirt with "MY NEIGHBOUR THINKS I'M PERFECT" printed front and back then wore it in the garden whenever the neighbour was there. :lol_hitti

My Grampy would probably arrange all the litter on the guy's lawn spelling out something rude, if he was still with us. :lol_hitti

I vote to return his garbage back to him.

Problem with trying to reason with a neighbor like this is that he doesn't care. If he associates himself with lowlifes that would use your yard as a garbage dump, he'll never do anything about your complaints. Trying to get the police involved will only last until you say you didn't see the person who dumped off the garbage. They won't confront the neighbor or the guy that wasn't smart enough to be sure his personal info wasn't in the bag.

Having been in this situation and having the officer tell me there was nothing he could do because the offender would just say he hired someone else to legally dispose of his garbage, I personally took care of the situation. Having access to a tilt bed truck. I loaded up all of the garbage and deposited it in the offenders front yard. Never had another problem.

Being a "gentleman" only works if the neighbor lives there....and only sometimes...

Visitors? If they are leaving trash....well...being nice in most cases does not work....

Let the cops handle it.....besides, they need purpose......it can get boring harassing inocent people.....

This reminds me of the Alices' Resteraunt song. "Yes your honor, I can not tell a lie. I put that envelope (with my name on it) under that pile of garbage." I don't think there's much you can do. *** holes will be *** holes. You can't fix that.

How do you figure the cops will get involved?

I know how frustrating this can be - have had similar situations in my neighorhood growing up....as a late teen early 20 something - I reacted like someone was ringing a bell. It felt good for a minute, but - generally led to more problems down the line.

Personally, I would be VERY careful in the way you handle this (or don't). Remember, you live there....and, making a scene could make things much worse for you.

+1 on talking to them directly (nicely) IF you see them do it. If you don't, don't assume.

Picking up garbage a few times a week is better than going to bed at night wondering what they'll do after you rile them up.

You might phone the police and let them know you've seen some rowdy behavior and ask if they can step up their presence/drive-bys.
