Advice on Lennox 14HPX-036

Located in lower Hudson Valley of NY, cold winters and warm humid summers.
Need to replace current central air system as old and leaking R22.
House has oil fired boiler with hydronic baseboards. Always difficult to heat in winter due to not enough baseboard and no option to add more as no more room.
Received bid from heating contractaor to install Lennox 14HPX-036 heat pump (SEER 14, HSPF 8.2) CBXUH-36 air handler and ECB25-12.5 heating coil element.
My understanding is the heating element is to address the deficiency of not having enough baseboard.
My concerns are the potential high cost of running that heating element when the temps drop down to the teens as well as problems with heat pump during those real cold spells as well.
Always heard heat pumps likely to freeze up when temps drop low. Contractor says they will set up so that oil fed boiler will take over during those times.
Can you guys with more knowledge and experience shed some light on this for me.
Total cost of equipment and install bid at $7300.

The coil above the air handler is not going to cost any more to run per BTU vs the baseboard ... the overall system is going to inject more BTU's .. so it going to cost more to run. But you will be warm.

The VS have HSPF upwards of 13 and will run down past 0 degrees. My carrier was putting out hot air at 2 degrees last winter .. no back up straight HP.

In my new build I'm doing either a VS or 5 speed HP w/ propane fired boiler -- coil above air handler and radiant and radiant. The upper end HP are more money .. but the work and the VS make for a very comfortable house -- you will have no humidity problems in the summer. And they are silent

That's a heat pump/airhandler and electric heat coil, not seeing a hot water coil in that list. Air handler model number is incomplete so possible they may be using one with a hot water coil but the numbers don't look right.

14HPX is a decent unit, we put in quite a few of the A/C only versions of the same unit. Downside is it is a little louder then the XP14 and it is a bit more work to clean.

My bad, air handler model info provided is CBXUH-036.
Have no idea what to expect as fas as the cost to run in the winter with the electric heating coil.
Also important that the outside unit with compressor is quiet as very close to bedroom windows.
