Problem is multiple layers of paint flaking from a concrete floor in an attached covered porch.

Porch is attached to a cabin, raised with a very low crawl space underneath. All DIY built in the 50's. Screened in, significant winter zone so subject to freeze/thaw and wet penetrating through screens from rains. Paint is flacking throughout, with some effervescence (??) evident on some edges including the one attached to heated cabin.

Owner wants a "permanent" solution and does not want anything that allows dirt to penetrate (carpets, raised wood, etc.).

I am a novice but know that step one is grind off existing paint but then what and with what?

I'd prefer that my contractor turn down the job as lacking in knowledge and skills to do job

First step is to grind it all off.

2nd step is to follow the concrete prep instructions per your selected products.

Vendors on this forum will be able to guide you through an epoxy solids installation that will last a decade (if the concrete is in good shape).

You can apply a breathable sealer if outside the heated cabin.

We have an outdoor flake system which is DESIGNED to be outside.
