Need help, I have just done a garage floor with an enamel paint, floor cleaned, bare cement , primed, and 2 top coats, last mixed with a non slip additive. Floor dried for a week, looks good, nice sheen but car leaves black tyre marks behind. Can I put a polyurethane paint floor sealer over, will that help, client not keen on pads.

I don't think that will stick to the paint. Paint is notorious for having dark marks or lifting off from hot tires and the only coating that adheres well to paint is more paint.
Edit: I may have misunderstood. There are clear acrylic sealers made to be used over paint but I don't know that they would be any more resistant to the tire marks as their composition is similar to the paint.
