Air compressor after cooler

Was chatting with my father about wanting an after cooler for my compressor and he said he had one off a vertical Kellogg American compressor he had saved. Wasn't really what I was expecting but has anyone seen these before. Seems like a drip leg/loop setup?

That's a water cooled shell and tube heat exchanger. It's the best type of aftercooler available but a bit involved to setup and not cost free to operate. May be a Hiross product, or American Standard.

So I'm guessing this is missing some parts, and can't be used by itself
