The 3/8 will deliver all the air needed for common tools. I got a couple Cheapie sets from Menards that were ported 1/2, they came with luber which I tossed but used the filter and reg.

Sounds to me like you are putting the regulator at the wrong place. You dont want it right at the tank. Keep you lines at high pressure then regulate at the drops. More than likely you have 1/4" or 3/8" connections for your airhoses, put the regulators there, as close to the tool as possible.

Yes, small shop tools are usually ran with 3/8. Only time you need larger is 3/4 and above air guns and good sized sandblaster. I have 7 air drops, all 3/8. Whoops, 9 I use regularly. Anything in auto shop.

3/8" should be fine unless you are running a huge load. You mention running paint guns and tools off the same lines. Not necessarily a huge problem, but keep in mind when painting the line all the way from the compressor to the gun should be dry and oil free, so if you're going to do this make sure your regulator doesn't have an oiler with it, or you'll be putting oil into the line you intend for use with paint.
