Maybe buy a piece of rubber horse stall mat (like from Rural King/Tractor Supply/etc). Might be tacky enough to hold it.

just what I did with my 80 gal. 2 stage. I cut mine in 2 strips it was the only way I could get it under the 4 legs of the compressor were its at. I couldn't left all 4 legs at one time so I just rocked it over on 2 legs and put the rubber strip under the other 2 legs then back the other way for the other 2 legs. no more moving around.

I ended up shooting two concrete nails through the pallet and horse stall mat and that seems to have fixed the movement.
