Air compressor motor gone bad

Any electric motor experts in the garage? My A.O. Smith B-384 motor quit working on my air compressor. Turned it on and started running then it kicked the breaker. Now when I turn it on, it has a loud buzz. Took it to a licensed industrial electrician and he could not find anything wrong with it. Checked everything with a ohms meter, no shorts, no open circuits. He had me try replacing the capacitors and no luck. Any ideas? Power supply is fine, my old compressor works fine.

Does the motor have a centrifugal switch on the start winding? If stuck open then caps aren't doing their job.

I was hoping it would be something simple like a loose wire of replace the caps. Dropped it off at a local repair shop so I should hear back on Monday what wrong with it.
