Is this air compressor motor cooked?
It stopped working while using it today.
It is getting power

Yep. The seal that holds in the smoke looks really bad. Looks like it all leaked out

Hard to tell from that photo, The only way to know for sure is to have the coils tested. But that's beyond a voltmeter and for the cost of a new motor it's probably not worth it. If you have a electric motor shop near to you you might have it tested - or just replace it. Is it doing anything at all when the power is on?

Not it’s not doing anything, no humming or buzzing. I ordered a new capacitor because they are pretty cheap but it looks like I might just have to replace the motor

If the stator coils were shorting and melting together it would have been overheating / smoking. If it just stopped working you might be able to get lucky and find something wrong. How did the armature slip rings and brushes look?

Looks burnt in the picture. Smell is a pretty good indication too. A burnt motor has a pretty distinct smell.

What does it have for an overload protector?

At first I was going to say burnt, too. But on second look, it almost looks like black paint? Usually if a motor burns that bad you see a lot more soot and charred bits.
