Is the filter suppose to be rock hard?
Might explain why I never had water in it.
Can I run it without the filter?

Sintered brass is common for filters. Although that looks like a plastic or ceramic of some sort.

Is it blocking the air flow? If so, get a new one. If not, leave it in.

The water is trapped by making the air swirl and throwing the water against the outside of the bowl. The filter is just to block any small particles.

My Parker brand water separator has a "hard" filter element. Yours looks a little worn or contaminated. You can run without the filter element but it filter as well.
You should be able to get a replacement element.

I'm setting up my new garage. In my old garage there was never any water build up in this unit. Makes me wonder if it works.
