Air Compressor Wiring Help

I had this in the tools section but figured I'd more it here instead.

I bought a Quincy 5hp 60 gallon compressor model # 2V41C60VC, I had 220 run in my garage but now I'm running into a bit of a snag hooking into the compressor. I have never worked with 220 before so I am a bit confused on this. here are the pictures and diagrams that Quincy provided me with on how to hookup the compressor.

Well I went to the hardware store and picked up a Dryer cable of the appropriate amperage thinking that it would be the correct thing for it and to be safe I bought the 3 and the 4 cord cables. I noticed that on the diagram it shows to hook a Green (Ground), Black (Hot), and a White wire wrapped in red tape? I have no idea if that is supposed to be a Hot red or a Common white. Has anyone hooked one of these up before? I am doing something completely wrong or looking too much into this? I can usually figure something like this out I'm just a bit stumped today, maybe it's because of the first snow of the year today?.

they are talking about using standard 2 wire cable.

for 220 you require a red and black

1 wire running from each pole of your electrical panel (A and B)

when they talk about white wire wrapped in Red electrical tape they are denoting that the white is now the second hot line.
