I nave a 4 horse power craftsman compressor.
when I turn it on at the breaker it may run two to three cycles then it will trip the breaker.
I can turn the belt /motor 1/4 turn or less and reset the breaker and it will start again.
it is now to the point of only running 1-2 cycles then tripping the breaker
is this the capacitor or the windings in the motor ?

Run cap, not start. bad start usually means low speed running or no start. bad run will blow a breaker after a short time of operation.
Breaker may be bad too...breakers are not designed to trip repeatedly and get weaker after that.

As these get a bit older they trip breakers, its not unusual. They often need a dedicated circuit and a special breaker, they are barley marginal when they are new.
