You're much better off going on Craigslist or offer up to get a used, better built, better performing, and quieter compressor for much less or the same price. Just check EVERYTHING before you buy.

Get the oil filled ones, the sound is a lot more tolerable, it's closer to the sound of an idling engine (oil filled) vs the sound of a bandsaw cutting wood (oiless).

You should be ok using small impacts and nailers, but yes, most 115 volt units are pretty loud, especially oil-less because they typically high RPM.

While not all oil free compressors are loud the reviews say this one is. It should have no trouble keeping up with the OP's work load but it wouldn't be my first choice if I were buying new. If the deal is good, go for it.
