Air cut off tool question

Are air die grinders and cut off tools interchangeable? I know that one comes with a mandrel and the cut off tool has a place to bolt on the wheel and cover, but they seem to run at the same speed. Are the motors any different?

Just curious.

There are different attachments to run various wheels, stones, rotary files, wire wheels on them. I actually like right angle for cut off wheels.

I like to have the cover on the cutoff wheel, just in case the wheel shatters.
