after using a few times, I happen to notice the adjustment knob for the oil fogger is all the way clockwise on my tire changer machine.

do they still let oil through with the knob turned in?

Not usually, closed is off. You should have a sight glass on the top of the oilier that lets you see a drop of oil fall every so often.

I noticed something strange and opposite of what the manual say on mine,

I took the knob out, it turns out the knob is depressing a Schrader valve, when you turn the knob counter clockwise, the schrader valve is more shut off and have less oil.

so I have been getting full lubrication all along.
